Albany, Oct 31-The New York State Energy Research and Development Authority today released for study and potential development, The New York State Hydrogen Energy Roadmap, a survey of resources, and a strategy for developing them into a hydrogen-based fuel economy for the Empire State. The strategy, drafted by three prominent research groups, was commissioned by NYSERDA, the New York Power Authority and the Long Island Power Authority.
"The goal is for hydrogen, by 2020, to serve as a fuel for transportation and stationary power markets, displacing imported and polluting energy sources. New York has the potential to assume a leadership role in the national and global transition to a hydrogen energy economy," NYSERDA President Peter R. Smith said. "This strategy will lead us to a more energy secure future, a cleaner environment, an increase in high-tech business and well-paying jobs." he said.
The roadmap was drafted as part of a coordinated effort among government programs to develop hydrogen as a means of reducing our dependence on imported fuels, improving the environment and driving economic growth. The New York roadmap presents a three-phase, market-based transition strategy. The State’s phases are:
I - Demonstrate pre-commercial, high-profile hydrogen technologies;
II - Build the 3C’s: hydrogen Clusters, Cities, and Corridors (market entry);
III - Link the hydrogen Clusters (commercialization).
"This approach takes advantage of New York’s diverse and well-developed resources, from university and corporate R&D, to our manufacturing industries, right through strong infrastructures to serve northeast markets. It also allows for hydrogen technologies and the necessary supporting infrastructure, to be developed in concert with each other," Smith said.
For example, the roadmap calls for the installation of hydrogen fueling stations from Buffalo to New York City over the next ten years. Their availability coincides with the planned development of commercially viable hydrogen-fueled vehicles for use in fleets and personal travel. Further, it suggests additional investments will be encouraged throughout the State to support the production, transportation, storage and use of hydrogen.
Produced by Energetics Incorporated, Albany NanoTech, and the National Hydrogen Association, the roadmap foresees by 2020, New York to be a world leader in hydrogen technology development and deployment in many energy markets including electric power and transportation. In this vision, hydrogen will foster the deployment of renewable energy systems and will be a major part of a sustainable, clean energy future. The roadmap guides New York State on a path towards greater energy efficiency, energy security, smart economic growth, and a healthier environment.
"With energy prices reaching record highs, and the constant need to reduce emissions, this Roadmap is well-timed to boost activities leading the State towards a sustainable, secure energy future," said Peter R. Smith, President of NYSERDA, the authority that led the report’s development.
The report grew out of Hydrogen Vision Workshops conducted in December 2004, and early 2005, where experts discussed the characteristics of a State Hydrogen Energy Vision. The Vision asserts that by 2020, New York will be recognized as a renewable clean energy state and its sustainable hydrogen economy will be in place and growing. Hydrogen will play a key role in the State’s energy mix, in concert with existing forms of energy and will rely on an integrated geographical hydrogen network across the State for production, storage and delivery. Each of these will come together to supply New York and growing regional markets of the Northeast.
"New York State has the academic, financial, commercial, transportation and energy resources needed to take advantage of the emerging hydrogen economy. Under Governor Pataki’s leadership, the Empire State has formulated a pioneering strategy for a success," said NYPA Chairman Joseph J. Seymour.
Detailed are steps to develop the economic pathways, through demonstrations, market entry and commercialization, all based on well-developed manufacturing and natural resources. These include electrolysis, biomass feedstocks, natural gas infrastructure and hydrogen as a by-product of existing commercial processes.
"The strategies are well-founded on our existing native strengths, and draw on each major region of the State for integrated development," according to LIPA Chairman Richard M. Kessel. "Long Island’s contribution is predicated on its unique high-tech industries, fuel cells, wind, photovoltaic, tidal potential and geographical port locations. Other regions offer heavy industry and large power generation facilities. It’s a great marshalling of our Statewide resources."
A viable hydrogen energy economy requires development across the energy system from production, delivery, storage, and end-use. Considerable challenges that can impede the achievement of a hydrogen future are recognized in the roadmap. Among these challenges are technology and financial risks, cost competitiveness, safety, codes and standards, and public acceptance. The report contains an action plan that addresses these challenges.
The roadmap is a pivotal step in creating a coordinated statewide effort towards promoting technology innovation, attracting businesses, creating high-tech jobs, funding infrastructure development, encouraging partnerships, supporting education, and enacting state policies that can foster a supportive climate for economic development.
