Position Title: Albany - Vice President for Security and Risk Management for Innovation, Assets and Infrastructure
Employment is with the Research Foundation for SUNY, a private, nonprofit, educational corporation that administers sponsored program activity for the SUNY Polytechnic Institute.

Description of Duties:

The VP for Security and Risk Management for Innovation, Assets, and Infrastructure oversees, manages and administers all of SUNY Polytechnic Institute's (SUNY Poly) security and law enforcement operations inclusive of security technology, physical assets, infrastructure, and homeland security.

Duties include, but are not limited to:

Security Operations-
  • Manage, oversee and direct the development and maintenance of a comprehensive program for SUNY Poly security and law enforcement in support of the mission in adherence with industry and government standards. Develop, implement, and maintain security policies and procedures to limit exposure and to respond to emergency incidents. Establish and maintain an effective balance between personnel, technology and procedure to include managing the development and maintenance of an in-service training program with a goal to achieving excellence in core-duty competency. Ensure that Security personnel are processed through the NYS Department of State, vetted through the Division of Criminal Justice Services, and trained pursuant to NYS program guidelines and DHS standards. Maintain the Directives and Training Manual document providing guidance for new and existing personnel in general operational procedure.
  • Ensure for regular inspection of critical assets and areas of critical business necessity; ensure for frequent inspection and documentation of security operational systems; ensure for operational enhancements to provide increased emergency response and effectiveness capability.
Security Technology -
  • Develop and maintain a security technology plan for existing facilities and facilities to be designed.
  • Utilize security technology and innovative security management techniques to safeguard the organization based upon best return-on-investment.
  • Ensure for effectiveness of security technology that includes maintenance and innovation in constantly evolving ways to safeguard all locations to include cameras, access readers, intrusion, video-analytics, lighting and fire systems in compliance with DHS needs and that are best practice for safeguarding.
  • Ensure for the testing of security systems and technology to include periodic adversarial tests and a program of regular maintenance and inspection in concert with DHS requirements.
Homeland Security-
  • Develop and maintain a security technology plan for existing facilities and facilities to be designed.
  • Manage, oversee and administer the Department of Homeland Security (DHS) mandates and compliance with the chemical security program, specifically Chemical Facility Anti-Terrorism Standards (CFATS) to include the ongoing deployment of the comprehensive plan for SUNY Poly security and in adherence with industry and government standards, specifically DHS. Emphasis is upon management of emergencies and preparedness, readiness and response, an “all hazards response”. Maintain focus on the use of Incident Command System (ICS) principles. 
  • Conduct annual DHS Top Screens, and Security Vulnerability Assessments (SVA) as required by DHS. 
  • Ensure COI management and safety to include delivery, storage and usage in adherence with all applicable laws, regulations, protocols and programs.
Access Control-
  • Develop and maintain programs for visitor management and assistance.
  • Meet the special event support operation needs required of 25,000 plus visitors per year. 
  • Meet the access control operational requirements for a facility experiencing significant programming volume given arrival of new personnel and movement of personnel site-wide. 
  • Other reasonable duties as assigned.
Minimum Qualifications:

BS in Business Administration, criminal justice or related field from a college or university accredited by the US Department of Education or internationally recognized accrediting organization OR equivalent educational and professional experience and training associated with relevant work. Must possess seven to ten years of relevant experience in a security/law enforcement leadership role.

Possess and maintain a New York State vehicle operator’s license

Possess progressive managerial experience, supervisory, leadership and training experience in program development. Possess experience in the design and deployment of security systems, the conduct of vulnerability assessments and in the development and maintenance of a security organization. Possess experience with parking, special events and visitor programming. Possess operational knowledge of cleaning systems and Site Services support functions.

Must be highly organized, detailed oriented, proficient in multitasking work assignments, possess excellent computer skills, communication skills, and customer service skills; database experience is required. Possess good interpersonal skills, an ability to effectively relate with a diverse community. Demonstrate effective verbal and written skills, planning, organizational and effective time management skills. Possess a strong customer/client focus and a commitment to team work. Possess an ability to provide effective service in a demanding, fast paced environment. Possess ability to improve operations through effective procurement and coordination of personnel resources.
